| At the full council meeting on 21st November the question of halts for gypsy travellers was again considered. This is a summary of the proceedings. Kingswells residents may be particularly interested to note that their councillor Wendy Stuart declined to vote after supporting a motion on 2nd October "that the potential site at the Park and Ride facility in Kingswells is progressed."
The motion (in summary)
It is proposed that this Council meeting instruct the further consultation so that the Area Committees can consider additional proposed sites and the Council can receive a further report in the New Year identifying 4 possible sites together with costs and the policy for managing these. Also included will be proposals to meet the educational needs of the Gypsy/Traveller children residing on the proposed short-term halting sites.
Recommendations
It is recommended that :
i) the Council notes the recommendations from Areas North and South and considers these recommendations following the outcomes of the second round of consultation and the further recommendations from Areas North and South.
ii) in line with Council decision of 15 August 2007 that following a process of consultation with Area Committees and Communities, both Area Committees return to Council in the New Year with these recommendations.
iii) the Council agree to a second round of consultation with Area Committees North and South and communities on a second group of potential locations which will be subject to rigorous assessment.
iv) officers liaise with the Scottish Government on a potential application for funding towards the creation of halting sites and report progress at the time of recommending sites and costs.
v) officers continue work on the development of a Council policy for the management of short-term halting sites and addressing the education needs and entitlements of Gypsy/Traveller young people.
The Amendment :
Council remove Kingswells P&R site and look at alternative sites.

| By not voting on either the motion to extend the consultation period to consider other sites, or on the amendment to remove the Kingswells Park & Ride from the consultation, councillor Stuart has, by implication, made it quite clear that she wants a halting site established on the Kingswells Park & Ride.
Whilst councillor Stuart is entitled to her opinion, she has a duty to represent the majority views and wishes on matters directly affecting Kingswells residents at council meetings and in her voting.
In failing (some might say refusing) to do her duty, councillor Stuart has cast doubt on her ability, if not her willingness, to represent her constituents in keeping with democratic values and the council’s code of conduct.
Councillor Stuart needs to consider her position and decide whether or not she feels able to work with the local council (KCC) and her constituents on this and any and all other matters that arise in future.
